The rules do not prohibit to apply for a temporary residence card immediately upon arriving in Poland, but in such cases usually at the time of granting the residence card the visa, which was the basis for coming to Polish, will be cancelled. It should also taken into account that the expiry date of the card will be the same as the expiry date of the visa.
