New patterns of applications for residence cards, and new requirements for photographs.
From 2 February 2011 (Journal of 2 February 2011) new forms of official applications and new requirements for the photograph attached to the applications are in effect. The form of the stamp, which will be placed in the foreigner’s travel document has also been established. The stamp will confirm the application was submitted within the time limit, but it will not allow one to travel freely on the basis of this travel document without a valid residence permit. We remind you that procedural visas for submitted applications with protracted proceedings are no longer issued.
On a positive note, the new form differ only slightly from previously existing. However, the requirements for the photographs changed completely. Here are the new requirements.
„§ 3 1. For applications referred to in § 1 point 1 and 2, one must attach four recent photographs of people who the application concerns, undamaged, in color, 35 x 45 mm, made during the past 6 months with a plain light background, with strong focus and clearly showing the eyes and face from the top of the head to the top of the shoulders, so that the face occupies 70-80% of the photograph; the photographs are to present a person without any headgear and dark glasses, looking straight ahead with eyes open, not obstructed by hair, with a natural facial expression and mouth closed.
2. A person with congenital or acquired visual impairment may attach to the application referred to in § 1 point 1 and 2, photographs wearing glasses with dark lenses, and a person wearing the headgear in accordance with the principles of his/her religion – photographs with the headgear. It can not obscure or distort the contours of the face.”
